The sort of bard that I mean is trained in ⚔️ and ️shapes magic with 🎼. It's a very primal sort of magic, not as (over)refined as organized wizardry--but because it's so raw and emotional, it makes them particularly good at enchantments and illusions. Things that affect a person's senses or the mind.
That's a good question, we'd have to have some kind of initial correctness test. Start small, both in terms of the throwing and the correctness.

I guess you can tell people or 👻s what to do with ⚔️ though. If you have a sword and tell someone to do something they usually at least strongly consider it. Not me, but most people.
